To the picture on the 1st page. "Armor for police officers is the last word of bureaucratic science, the true lights of which are professors Trepov, Ignatieff and co. In order to prevent the most naive citizens from thinking that the ranks of the police have turned into medieval knights - defenders of the oppressed, police caps will be kept on the heads of the guards, dressed in armor."
